The rule

Retail forex/CFD trading is RESTRICTED / effectively unregulated for individuals - do NOT treat as 'regulated for retail.' Under Vietnamese law only licensed credit institutions and authorised banks may legally conduct FX operations (Ordinance on Foreign Exchange 2005, amended 2013, administered by SBV). Individual speculative spot-forex and CFD trading via offshore brokers using MT4/MT5 is officially 'not recognised and not licensed by Vietnamese law' - a legal grey/prohibited area. No local broker licence is issued for retail forex/CFD; operating a domestic forex trading floor is illegal and prosecuted. New forex rules under Decree No. 329/2025/ND-CP apply narrowly to International Financial Centers, not retail offshore forex. The SSC register (ssc.gov.vn / HOSE/HNX member listings) will NOT list forex brokers because none are licensed; absence from records is itself a scam indicator.

What the cap actually is

No Vietnam-specific retail leverage cap exists because Vietnam does not license domestic retail forex/CFD brokers at all. Vietnamese residents who trade access offshore brokers (e.g. Exness, HFM) offering very high leverage (commonly up to 1:1000-1:2000 or 'unlimited'), entirely outside Vietnamese oversight. Not found in research: any SBV/SSC-imposed leverage limit on retail FX.

Of the 72 brokers we measure for Việt Nam, 21 hold a local licence and the rest onboard residents through a foreign entity. That is not the same as being unregulated — it is a different question, and the broker pages name the entity in each case.

12 of them carry a warning from a regulator somewhere. A warning does not change a computed score here, but it removes the firm from beginner selections.

Warnings and where to read them

Yes - active enforcement and public warnings, as of Oct-Nov 2025. (1) SBV directed its Hanoi and HCMC branches to identify and shut down unauthorised money-changing outlets, reports due 10 November 2025 (context: free-market rate ~27,600 VND/USD vs official ~25,091 as of 30 Oct 2025). (2) SSC guidance warns that overseas forex websites with no record in SSC systems and not in HNX/HOSE announcements are very likely scams, and that SSC does not grant retail forex licences. (3) Administrative-penalty frameworks (Decree No. 340/2025/ND-CP) used against unauthorised local brokers and MLM forex schemes. Named case: the 'Mr Pips' fraud ring. Not found in research: a single consolidated SBV/SSC published blacklist URL.
